Dr Kong graduated with a Bachelor’s Degree with First Class Honours and a PhD in Civil Engineering from NUS as of 1999 and 2004. He completed his M.Sc (Course works) in Advance Reinforced Concrete Design, Advance Prestressed Concrete Design, Advance Structural Steel Design and Dynamics Analysis & Earthquake Design of Buildings with overall CAP of 4.75 (out of 5) and was awarded the NUS President Graduate Fellowship in 2002. His PhD focuses on areas of structural seismic engineering and advance finite element modeling & analysis.

Since 2005, Dr. Kong is also a practicing qualified engineer who specialises in Buildings & Infrastructure Projects (including Bridges). He is a Chartered Engineer & International Professional Engineer (UK) with 13 years of experience as Consultant for many construction projects in Singapore and Overseas. He has passed all the Professional Engineers Board Singapore prescribed Fundamentals of Civil Engineering (FEE) & Practice of Professional Civil Engineering 2017 (I & II) Eurocode based Examinations for registration as Professional Engineer in Singapore too. In his post-doctoral studies and as Principal Investigators, Dr. Kong has also researched on areas of Advance Concrete Technology in High Strength Lightweight Concrete, Non-Destructive Testing, High Performance Oil Well Cements, Self-Healing and Sustainable Concretes.
