Europe and Asia Drive Forward the Patent Agenda

Singapore, 20 September 2006 – The 4th Europe Asia Patent Information Conference (EAPIC) 2006, jointly organised by the Intellectual Property Office of Singapore (IPOS) and European Patent Office (EPO) was officially opened today by Senior Minister of State for Law and Home Affairs, Associate Professor Ho Peng Kee.

The two-day forum, supported by the Asian Patent Attorneys Association (Singapore Group), Asian Societies of Licensing Executives Society, Singapore Business Federation and the Singapore Corporate Counsel Association will be held at the Raffles City Convention Centre. EAPIC 2006 provides a platform for national IP offices, industry players, IP professionals, services providers and technology transfer professionals from 13 participating countries to share experience and discuss ideas on patent information and intellectual property (IP) management.

Under the theme “The Patent Way to Succeed! Leveraging Patent Information for Better IP Management”, this year’s EAPIC will look at how patent information is applied in specific sectors such as biotechnology for competitive advantage and what resources and skills are needed to help enterprises exploit patents for greater value creation.

Speaking at the opening ceremony, Associate Professor Ho said:
”According to a study by the IP Academy, patents from this region accounted for 23% of total patents granted by the United States Patent and Trademark Office (USPTO) in 1995. This has risen to 30% within the last decade, with the fastest growth rates in recent years coming from emerging economies of China and India. Patents have also become increasingly specialised over the years.”
Singapore itself has seen more local companies take steps to protect their ideas and creations. In 2005 alone, the number of patents filed by Singapore-based companies grew to 572. Overall, there was about 10% increase in the number of patent applications filed by Singapore-based companies over the last five years (2001 – 2005).

EAPIC 2006 is therefore an important event for industry players, IP professionals and the other stakeholders in the region. Ms Liew Woon Yin, Director-General, IPOS regards EAPIC as
“A forum not just for the knowledge sharing but a meeting place for idea exchanges and interaction between public and private sectors, client & value-added service providers who share the same belief in using patents as a strategic asset to create value and developing skills in patent information and leveraging it for competitive advantage.”

On the home front, to help support local enterprises, IPOS recently enhanced its intellectual property information research database, SurfIP. The portal has been improved with additional search sources and a set of management tools to help users manage their searches, download the results in the user’s preferred format (text, excel, word or PDF), as well as forward search results to designated email accounts. In addition, queries can be saved for future searches or to monitor areas of IP interest.

Prof Ho also announced that EPO and IPOS have renewed their Memorandum of Understanding (MOU) for a further three years to continue its collective efforts in developing the patents industry in the region. The MOU will also widen EAPIC’s scope to include IP management.

Explaining the reasoning behind the renewal of the MOU, Prof Ho said:
“Expanding the role of EAPIC to include IP management dovetails with the increasing awareness shown by the industry of the need to integrate IP into their business decision making processes and strategies. Sound IP management practices will help them identify these assets and, more importantly, assess how they can create value.”

This year’s EAPIC will see distinguished international IP practitioners, academics, policy decision-makers and IP professionals present topics on patent management and information. There will also be workshops providing hands-on tutorials on patents searches in biotech, information, communications and technology sectors as well as patent information updates.

Alongside with EAPIC 2006, Singapore is also hosting the Heads of IP Offices Conference, in which national agencies and policy makers meet to discuss key issues affecting patents and strategies to meet the challenges of the 21st century. An area of shared concern is how national IP offices can better manage resources and balance efficiency with quality of examination in dealing with the ever-increasing numbers of patents received each year.
