1. Launch of Mentorship Funding Scheme
The Mentorship Funding Scheme, an initiative by Intellectual Property Office of Singapore (IPOS), is a financial support scheme for locally-based organisations to develop in-house patent agents so as to broaden and deepen the pool of Singapore-based patent expertise. Click here to find out more.

5. The HIP Alliance Chooses Initial D, the First ever Chinese Movie title to Promote Its Anti-Piracy Cause
For the first time ever, the HIP Alliance is working with the Chinese Film Department of Shaw Organisation on one of its Chinese title blockbusters of the year to encourage members of the public to buy original and Say NO! to Piracy.

Initial D was chosen to further spread and convey anti-piracy messages to movie fans and with the popularity of its star-studded cast, this movie is raved to be the talk of the town before it opens this Thursday island-wide.

11. Five More Software Partners Join Licensing Programme to Help Singapore Businesses Prepare for New Copyright Legislation
The Intellectual Property Office of Singapore (IPOS) has announced that five more software vendors have joined the Software Licensing Programme, bringing to ten the number of partners who are helping Singapore companies prepare for changes to Singapore’s Copyright legislation from January 1, 2005.


12. IP Seminar for Retailers
IPOS, together with AAP, ESA, MPA and RIAS, organised an IP seminar for retailers on 14th Jan 2005 at the Grand Copthorne Waterfront Hotel. Retailers were given an overview of the new Copyright Law as well as an opportunity to voice their concerns.

14. IPOS' Cat Wins International Award
Lela, IPOS' cat model for its Annual Report 2002/2003, has come out of the bag andinto hearts and minds the world over. She even got noticed by the New York basedMidas Awards 2004 and won a silver nugget for excellence in corporate communications.

Launched in 2001, the Midas Awards recognises creative communications in the financial services industry all over the world. This year, entries were received from 34 countries across regions, nations and continents. Of these,three entries from Singapore were cited but only IPOS' Annual Report 2002/2003 picked up a silver award while the other two received finalist certificates.

The Midas Awards serves as a positive force to improve perceptions both within and outside the industry and seek to raise the perception of creativity beyond clever headlinesand artful design, and explore the shared emotions between a message's creator and its recipient.

What a journey it has been for a humble Singapore cat! Purrr...



15. Developing and Managing a Franchise
Franchising in Singapore has evolved tremendously in the last ten years. 16. New Policy on IP for the Government Sector
Over the years, a considerable amount of Intellectual Property (IP) has been developed with Government resources. The challenge for Government agencies now is to better manage the IP developed with public monies for the maximum benefit of Singapore.

IPOS, together with the Ministry of Law, initiated a Government IP programme that takes stock of current practices within the public sector to better manage its IP and help identify areas for improvement. A new policy that encourages a “contractor ownership” model for IP created in procurement contracts while securing the necessary rights to the Government to ensure optimal operational value will be effective in Financial Year 04.

To prepare Government agencies and officers for the new policy, the Ministry of Law and IPOS have conducted seminars to familiarise civil servants with the new policy and the various training and tools available. A guidebook on managing IP was also published to help raise awareness about the IP issues in the public sector.



17. IP by Students for Students
The first ever national Intellectual Property (IP) Camp came to a rousing end today with participants all fired up to share their newly minted learning kits on IP with their school friends.

IP Camp 2004 was an initiative under iperckidz, IPOS' education and outreach programme for primary schools. The Camp not only introduced IP concepts to primary school students, it also made them proud creators of IP in designing and producing learning kits on IP for use back in their own schools.

IPOS participated at the International Trademark Association (INTA) 126th Annual Meeting / Exhibition that was held in Atlanta, Georgia from 1 May to 5 May 2004.

19. Calling for Public's Feedback on Upcoming Changes to the Intellectual Property Legislation
IPOS today officially announced the released of four draft bills to seek public feedback on the amendments to the upcoming intellectual property (IP) legislation.

The four draft bills are the Patents (Amendment) Bill 2004, Trade Marks (Amendment) Bill 2004, Plant Variety Protection Bill 2004 and IP (Miscellaneous Amendments) Bills 2004.

21. Seeking the Patent Truth - Industry Taught How to Tap Patent Information to Gain Competitive Edge
The Europe Asia Patent Information Conference (EAPIC) 2004 was jointly organised by the European Patent Office (EPO) and the Intellectual Property Office of Singapore (IPOS) and supported by the LES (Singapore).

EAPIC, aims to start organisations on the road towards applying useful patent information and intelligence tools in their decision-making processes.




22. Online SCOPE IP Goes Live!
A brand new year has just begun and it is timely to take stock of your Intellectual Property (IP) wealth. IPOS has now put up an additional Portfolio Management Module in "Strategies for Creation, Ownership, Protection and Exploitation of IP" or SCOPE IP to complement the earlier Strategic Management Module. 

SCOPE IP helps to assess companies' ability to manage the risk associated with their IP and to identify and categorise the IP they own. In so doing, companies are better able to leverage on their IP for maximum shareholder value. This objective assessment of companies' IP capabilities can also form a basis or starting point to facilitate business negotiations.

Phase I of the SCOPE IP comprises two modules, namely The Strategic Management Module and The Portofolio Management Module. The Strategic Management Module was launched in September 2003. IPOS has now launched The Portfolio Management Module.

This module allows companies to identify their own IP portfolio and examine if they have a proper system in place to manage their stock of IP. It focuses on the common forms of IP namely, Patents, Trade Marks, Copyright, Industrial Designs and Confidential Information.



23. Patents Online - The Singapore Experience
The Intellectual Property Office of Singapore (IPOS) embarked on ePatents in 1999 to provide a reliable, safe and efficient electronic system for handling patent transactions and ePatents was planned in phases to ease user transition..

24. Online Trade Marks Search and Enquiry System
The Intellectual Property Office of Singapore is pleased to announce that its eTrademarks Search will be available from 30 Jan 2004.

The following search services will be made available through the system:
  • Search for similar marks;
  • Search for marks belonging to a particular proprietor;
  • Search for mark detailed information, registered marks, pending marks, certification marks, collective marks, expired marks, cancelled marks, withdrawn marks, abandoned marks, expunged marks, refused marks, destroyed marks and article 6ter based on the relevant periods
The services will be offered free of charge.

25. Singapore to Gain from Europe's Best Practice in IP
The Intellectual Property Office of Singapore (IPOS) and the European Patent Office (EPO) have jointly concluded a Memorandum of Understanding (MOU) on bilateral co-operation for 2004 - 2006 aimed at fortifying both parties' existing co-operation arrangements on IP.

26. Enhanced eTrademarks' Forms of TM 27 and TM 22
The "Save / Save As" feature for the electronic forms of TM 27 and TM 22 will be implemented on 24 Nov 2003 from 0300 hrs onwards.

Any application that is saved would be kept in IPOS' system for three working days, excluding the current day. All saved documents residing in IPOS' database for more than three working days would be removed.

27. Dreams Come True on brainWAVE - Singapore's First IP Reality TV Series Debuting This November
After six months of preparation, Singapore's first reality TV show on IP, brainWAVE - the Essence of Invention, is making its debut in November 2003. brainWAVE is a four-part series which will be aired every Saturday on Channel i, from 1 - 22 November 2003.

brainWAVE is initiated by IPOS and created by Essence Holdings (Singapore) Pte Ltd. brainWAVE weaves in themes, such as teamwork, inspiration, ingenuity and tenacity to overcome one's limitations, as the characters make their learning journey through the many challenges thrown their way.



28. New eTrademarks' Forms
TM 22 and TM 27 would be made available online on the 15 Oct 2003 at 0100 hrs.

Also, eTrademarks' Forms TM 1 have been merged to become two instead of the previous three forms, combining the module of "Request to enter an address for service as a result of appointment substitution of agent (including when there is a change of constitution of the agent) " and "Request to enter, alter or substitute an address for service when no agent is appointed" together.



29. Trade Marks (Amendment) Rules 2003
Trade Marks (Amendment) Rules 2003 would come into operation on 15 October 2003.

30. License to use the performance in the short video clip entitled “Copy Not Right”
"IPOS was granted a licence for 2 years until 2 January 2007 to use the performance in the short video clip entitled "Copy Not Right" (the "Performance"). Amongst other conditions, the licence allowed IPOS to (i) make copies of the recording of the Performance (on video CDs) available to the public for educational and training purposes, and (ii) sell and distribute such copies.

We are happy to announce that permission has been given to IPOS to use the Performance for another three years with effect from 3 January 2007. The license to use the Performance will now expire on 2 January 2010.

If you hold a video CD of the Performance, you must :

(i) abide by the terms and conditions of use found on the jacket of the video CD (save that the words "The license to use this Video CD expires on 30 January 2007 shall read "The licence to use the performance in this Video CD expires on 2 January 2010.", and
(ii) not use it after 2 January 2010, unless informed otherwise by IPOS

31. "Copy Not Right" VCD
The Honour Intellectual Property (HIP) Alliance [the flagship public awareness initiative of Intellectual Property Office of Singapore (IPOS)] unveiled its latest educational tool. Entitled “Copy Not Right”, the ten minute video starring Hossan Leong, aims to educate and promote appropriate usage of copyright work. This initiative is supported by the Ministry of Law.

32. International Classification of Goods and Services
NICE Classification – Ninth Edition
The ninth edition of the NICE Classification for the purposes of the registration of trade marks will come into effect on 1 January 2007. Copies can be ordered online .
The majority of the changes involve Classes 14, 20, 21, 26, 34, 42 and 45 but minor changes and additions have also been made to other classes. For more information regarding the specific changes, please refer to the Nice Union Report CLIM/CE/20/ which is obtainable here.

The eighth edition of the NICE Classification shall still apply to all applications filed before 1 January 2007. Applications filed on or after 1 January 2007 shall be filed in accordance with the ninth edition of the NICE Classification. For the avoidance of doubt, there will be no reclassification of goods and services for existing applications filed prior to 1 January 2007, after the 9th Edition of the NICE Classification comes into force.

35. Guide to Patents Law Amendments - Statutes (Miscellaneous Amendments) Act 2007 and Patents (Amendment No. 2) Rules 2007
This round of amendments generally aligns our patent system with two significant changes to the Regulations under the Patent Cooperation Treaty (or PCT) to which Singapore is a party. In addition, IPOS also took into account the feedback given by our patent users wherever possible and introduced amendments that would clarify or simplify filing requirements and procedures.

36. Amendments to the Trade Marks Rules and the Trade Marks (International Registration) Rules
The Trade Marks (Amendment) Rules 2007 and the Trade Marks (International Registration) (Amendment) Rules 2007 have been gazetted and will come into force on 2 July 2007.
