Job Responsibilities:
- Assist in the formulation and development of national policy and law in cutting edge, cross disciplinary areas concerning intellectual property (IP). This may involve issues such as IP in the digital environment, IP and competition law, IP and climate change, IP and public health.
- Represent Singapore at international IP policy meetings, including meetings at the World Trade Organization, the World Intellectual Property Organization and ASEAN.
- Represent Singapore at treaty and other international negotiations on all matters concerning IP, for instance IP sectoral negotiations for free trade agreements.
- Assist in the management of relations with international IP partners and stakeholders.
- Provide specialist advice on IP to public agencies in Singapore.
- Provide general legal advice to IPOS internal departments. This includes the preparation and vetting of commercial agreements as well as legal advice on corporate and compliance matters.
Job Requirements:
- LLB from a well regarded law school and qualified to practice in Singapore as an Advocate and Solicitor;
- Minimum of 2 years PQE in a relevant area of practice, or as legal counsel involved in legal advisory and/or policy work in a public agency;
- Candidate must be able to work independently and must possess good analytical and legal drafting skills;
- A good foundation and working experience in IP law is essential. Knowledge of public international law would be an added advantage.
Post (2) Patent Examiners, Search and Examination Unit
You will be part of a pioneering group of patent examiners in Singapore.
You will examine patent applications and determine whether these inventions meet the patentability criteria of novelty, inventive step and industrial applicability. You will conduct searches of the state-of-the-art to investigate whether an invention is indeed new and judge whether the invention has a technical and legal basis to be granted a patent in Singapore.
You should have a strong foundation in science or engineering. Successful candidates will go through an 18-month training programme in patent laws, search and examination. You will also be required to attend professional training courses to keep pace with the latest development in your technical field.
Job Requirements:
- PhD in Chemistry, Life Sciences, Biotechnology, Chemical Engineering, Electrical & Electronic Engineering, Computer Engineering, or Physics. Candidates with good class Honours degree in the above areas with patent examination experience or qualifications can apply;
- Interest in keeping abreast of cutting edge technology;
- Strong analytical and reasoning skills;
- Ability to communicate effectively in writing and orally;
- Strong interpersonal skills and a leader cum team player who can be part of a network of technical experts;
- Experience in patent prosecution or completion of Graduate Certificate in IP would be an advantage.
Post (3) Legal Counsel, Hearings and Mediation Group
Job Responsibilities:
- Adjudicate IP Disputes regarding registration of trade mark and designs, grants of patents and plant variety protection.
- Decide interlocutory applications arising from the IP disputes; conduct pre-hearing matters, such as pre-hearing reviews and case management conferences.
- Conduct policy and legislative review.
- Assist in the management of the business operations of the group.
- Propose and draft practice circulars to streamline and ensure consistency of practices and business processes.
- Handle other work as assigned by IPOS.
Job Requirements:
- LLB from a well regarded law school and qualified to practice in Singapore as an Advocate and Solicitor;
- Have a good knowledge of IP Law;
- Preferably 1-3 years PQE or more; litigation experience will be preferred but not essential;
- Must communicate well and have good legal writing skills;
- Be able to critically analyse issues thoroughly and exercise good judgement;

Post (4) Legal Counsel/Deputy Director (Registry of Patents)
Job Responsibilities:
- Review and formulate national policies relating to patent matters.
- Review and instruct on the drafting of patent related legislation.
- Provide advice on patent-related matters.
- Represent Singapore/IPOS in international events, meetings or negotiations on patent-related matters.
- Assist in Registry-related operations, processes and matters.
Job Requirements:
1. LLB (Honours) degree – candidates should:
• preferably have read intellectual property;
• be qualified to practise in Singapore as an Advocate & Solicitor; and
• have at least 7 years of relevant experience
2. Science, engineering or technical degree – candidates should:
• have at least 7 years of experience in patent matters; and
• preferably be registered patent agents/attorneys.
3. All candidates are expected to have good interpersonal and communication skills.
Job Responsibilities:
- A trade mark examiner is primarily responsible for the processing of applications for the registration of Trade Marks and handling of trade mark related matters. In the course of their work, a trade mark examiner will review the written claims in each class applied for protection, conduct searches to see if there are any conflicting trade marks and determine whether the mark meets other requirements under the Trade Marks legislation.
- In addition to trade mark examination work, a trade mark examiner's responsibilities will expand to include supervision, mentoring and coaching responsibilities as his/her career progresses.
- From time to time, a trade mark examiner may be required to conduct presentations to an audience, either in-house or external, and travel overseas on work related matters.

Post (6) Senior Executive, Enterprise Development Department
Job Responsibilities:
- Promote the value of IP management to SMEs, attend to and vet grant applications, recommend funding quantum and attend SCOPE IP sessions to ensure effective use of the SCOPE IP tool.
- Promote IPM programme through outreach programmes/events with industry associations and/or funding agencies.
- Conduct SCOPE IP training, review SCOPE IP tools/methodology for improvement and manage pool of licensed SCOPE IP consultants.
- Prepare programme’s monthly reports to funding agencies.
- Administer programme, including processing of applications and claim documents, preparing and dispatching Letter of Offers, forwarding the approved applications and claim documents.
- Contribute to the development of new IP Management initiatives for enterprises.
Job Requirements:
- Bachelor degree holder in science, engineering or a business related discipline;
- Minimum 1-2 years of work experience in programme or project management, consultancy, business development and/or research & development;
- Post graduate qualifications in IP or business, will be highly regarded;
- Possesses good organisation capability, excellent written and oral communication skills, and analytical;
- Good interpersonal, communication and presentation skills, resourceful and a team player.

Capacity Building Group
Post (7) Deputy Director - International Co-operation Department, Capacity Building Group
Job Responsibilities:
- Strategize, drive, develop, implement and manage IPOS' overall international IP engagement policy and strategies to promote IP expertise and facilitate capacity building.
- Strategize, drive, develop, implement & manage IP collaboration and cooperation initiatives with International Partners for capacity building.
- Represent and profile Singapore, and influence IP discussions at regional and international meetings as required.
- Assist in training or education or other related duties under the capacity building group as assigned.
- Build up and mentor an International Co-operation team within IPOS.
Job Requirements:
- A good honours degree from a recognized university, preferably with a strong focus on International Relations and/or Political Science;
- A minimum of 10 years of working experience in a corporate international setting leading projects, with a minimum of 3 years in a managerial capacity;
- A strong analytical mind, with relationship-building and project management skills is critical;
- Self-motivated individual with the ability to interact and negotiate in cross-cultural contexts, and operate independently in driving initiatives and programmes;
- Effective writing and oral communications skills in English are essential. Proficiency in written and spoken Mandarin is preferred. Familiarity with a third language will be an advantage;
- Knowledge of, or having worked in an IP environment and/or international relations setting would be preferred;
- Experience in handling international IP discussions, IP policy work and managing IP-related events will be a clear advantage, along with familiarity with international organization settings.

Job Requirements:

- Preferably 3-5 years of relevant working experience;
- Experience with SAP and ACCpac preferred;

- Ability to work well independently as well as in a team.
