Obtaining a Certificate of Registration as a Patent Agent

The following documents are required for all applications for registration as a patent agent:

  1. One set of completed Form A [ pdf (49KB)doc (315KB)].
  2. One set each of two completed Forms B [ pdf (40KB)doc (263KB)] signed by two declarants.
  3. A copy of IC/Employment Pass.
  4. A copy of educational certificate(s) of university degree or equivalent qualification.
  5. A copy of other professional certificate(s), where applicable.
  6. A copy of Graduate Certificate in Intellectual Property Law.
  7. A copy of Singapore Patent Agent Qualifying Examination result slip(s).
  8. A supporting document for internship completion.

If exemptions from 6, 7 and/or 8 of the above have been obtained, a copy of IPOS’ letter(s) in this respect is required.

If an applicant would like to seek exemption from 6, 7 and/or 8 of the above at the time of application for registration as a patent agent, he needs to submit a written request for exemption together with any references that he thinks is supportive to his request.

Guidelines on How to Prepare a Supporting Document for Internship Completion under Rule 6(e) of the Patents (Patent Agent) Rules

In considering whether the applicant has completed internship required under rule 6(e) of the Patents (Patent Agents) Rules 2001, IPOS requires a supporting document signed by the applicant’s supervisor(s), stating the following:
  • Name of the supervisor;
  • Name and place of supervisor’s place of business;
  • Country/Office1 where the supervisor is registered;
  • No. of years the supervisor has been in active practice in that country or before that office ;
  • The commencement date and the completion date of internship period the applicant attended at the supervisor’s firm or company;
  • The applicant has received instruction or gained experience in all manner of patent agency work2 for (please delete the period that is not applicable) a continuous period of at least 12 months or a total period of at least 12 months within a continuous period of 24 months;
  • The applicant has been diligent in his/her work3;
  • The supervisor’s opinion, based on his knowledge and observation of the applicant, whether the applicant has completed the internship required under rule 6(e) of the Patents (Patent Agents) Rules 2001.
  • Kindly note that the above Guidelines are subject to changes.

1 Please specify the country/office identified the Fourth Schedule to the Patents (Patent Agent) Rules. Please also indicate your registration number assigned in that country or Office.

2 Patent agency work means any of the following types of work:
i. applying for, or obtaining, a patent in Singapore or elsewhere;
ii. preparing specifications or other documents for the purposes of the Singapore Patents Act or the patent law of another country;
iii. giving advice (other then advice of a scientific or technical nature) about the validity, or infringement, of a patent.

3 Elaborations on the nature of work may be included (eg. my supervisee has had experience in drafting patent specifications and advising on the interpretation, validity and infringement of patents).
