Members of the public who intend to cause music and/or karaoke videos to be seen in public, broadcasted (including transmission by satellite) or transmitted by cable programme service should obtain an appropriate licence before carrying out such an act. For example, one would require permission from a record company before the record company’s music and/or karaoke videos can be used in bars, pubs, lounges, discotheques, cafes, restaurants, retail shops, department stores, community centres, cruise ships, health and fitness centres, hotels and private clubs etc. The typical applicant will be one who wish to use these music and/or karaoke videos to provide karaoke entertainment, music video featured entertainment or music video background entertainment to the public or a section of the public.

The licence gives permission to the applicant to use all or any of the music video and/or karaoke videos belonging to the recording companies listed in the application form.
Licence fees are generally assessed under the standard tariffs and are granted either on an annual basis or to cover one-off single events. Usage which does not fall into the standard tariffs (including multi-media and internet etc) will be considered on a case-by-case basis. When in doubt, enquiries should be made to RIPS.

The International Confederation of Societies of Authors and Composers (CISAC) is an international non-profit, non-governmental organisation established in 1926 with its headquarters based in Paris, France. It has observer status with the World Intellectual Property Organisation (WIPO) and represents 198 member societies which in turn represent 2.5 million composers, authors, publishers and other copyright owners worldwide.

It also co-ordinates the technical activities of copyright societies (also known as collective management organisations or authors’ societies) and serves as an international centre of research and information.
The Asia-Pacific Regional Office of CISAC, which is based in Singapore, also helps to create collective management organisations in the region e.g., the Composers and Authors Society of Singapore Ltd (COMPASS), Music Authors’ Copyright Protection Bhd (MACP), the Yayasan Karya Cipta Indonesia (KCI) in Indonesia, Music Copyright Society of China, Music Copyright (Thailand) Ltd in Thailand and Music Copyright Intermediary Society of Chinese Taipei in Taipei.

The Composers and Authors Society of Singapore Ltd (COMPASS) is a non-profit public company which administers the public performance, broadcast, diffusion and reproduction rights in music and musical associated literary works on behalf of its members (composers, authors and music publishers). By virtue of the reciprocal agreements with many other similar music copyright organisations around the world, COMPASS protects an extensive repertoire written by thousands of songwriters and composers worldwide.
COMPASS deals specifically with music copyrights and the usage of musical works. Its role is hence different from that performed by the Recording Industry Performance Singapore Pte Ltd (RIPS) which deals with music videos and karaoke videos.
The goal of COMPASS to provide for its members and licensees total and quality service in the administration of music copyrights. This involves a number of services including:-
- for its members e.g., composers, lyricists and publishers, COMPASS administers the full range of music copyrights of these members. It also promote and safeguard the collective interests of its members and accord recognition and awards to outstanding members. It also provides consultancy services and raise the profile of members (and their repertoire) at local and international levels. COMPASS also conducts professional seminars/forums for members
- for licensees i.e. music users, it provides licences for public performances and provide clearance of copyright for mechanical reproduction and synchronisation of musical works. It also provides computerised song search services on copyright ownership information.
A proprietor of a business that provides music to the public, or if music is used in any entertainment that he/she provides, a licence from COMPASS is required. Examples of premises requiring annual licences are discotheques, nightclubs, karaoke lounges, pubs, restaurants, hotels, clubs, cinemas, concert halls, factories, skating rinks, hairdressing salons, fitness centres, office buildings and shopping centres. Permits are also granted to organisers of ad-hoc events. Any event other than a dramatico-musical work, an oratorio or other choral work, or a ballet, would require a permit from COMPASS if it involves the public performance of copyright musical works. E.g. of parties who require permits are organisers of concerts, exhibitions, promotional events, dinner and dances, carnivals and fun fairs.
In addition to licences and permits, COMPASS also assists music users who need to seek clearance for reproduction of copyright musical works. E.g., if you are making a record of a copyrighted work on CD, tape or any other format, making a soundtrack for a cinematographic film using a copyrighted work, making a commercial jingle or an accompaniment to commercial advertising using a copyright work or reproducing a work in printed form.

Music Publishers (S) Ltd (MPS) was incorporated on 17th January 1989. It is an association currently comprising 12 music publishing companies who controls a large number of music copyrights in Singapore.
It is a non-commercial and non-profit making organisation and its principal activities are to act as a representative of the music publishers of Singapore in particular:
- To promote and protect by all lawful means the interests of the music publishers and (so far as is not inconsistent with the interests of music publishers) of other musical copyright owners of Singapore and generally to watch over and preserve the interest of all music publishers.
- To diffuse among its Members information upon all matters affecting the business of music publishers.
- To exercise and enforce on behalf of its members and their composers all rights and remedies subsisting under the law of copyright in Singapore and in all other countries or territories throughout the world.
A piece of music composition is the unique creation of a songwriter and is therefore "private property". When using a music composition, prior copyright clearance must always be sought with the publisher representing that work here in Singapore. It does not matter how the composition is used - whether as mobile phone ring-tones; on compact discs, VCD, DVD; in TV commercials, movies; as print formats (as in music scores, song sheets, song books, lyrics printed in magazines, or displayed in websites) or any other formats etc. Failure to do so would constitute copyright infringement. Based on the type of usage, publishers would be able to quote on the approximate fee payable.
Copyright clearances can be sought with MPS at its email address: info@mps.org.sg or with each of its following members. Currently, the members of MPS are: BMG Music Publishing Singapore Pte Ltd, EMI Music Publishing Singapore, Forward Music Publisher Pte Ltd, HIM International Music Pte Ltd, Life Music Publishing Pte Ltd, Music & Melody Publishing Pte Ltd, Peermusic Pacific Pte Ltd, Rock Music Publishing (S) Pte Ltd, Sony Music Publishing (Pte) Ltd, Touch Music Publishing Pte Ltd, Universal Music Publishing Pte Ltd and Warner/Chappell Music Singapore Pte Ltd .
