• Leading and influencing evolution of international IP system
In the area of trade negotiations, Singapore played a leading role in the negotiation of the IP Chapter in trade agreements. The underlying objective of such negotiations is to facilitate commercialisation of innovative products and increase the benefits from trade and investment.

In April 2010, the Singapore-Costa Rica Free Trade Agreement was successfully concluded and signed, with IPOS playing an active role in the negotiations for the IP chapter. IPOS is also the lead in negotiations of the IP Chapter in ongoing EU-Singapore and Trans-Pacific Partnership (TTP) FTAs. IPOS was also a key member of the Singapore delegation which concluded negotiations on the Anti-Counterfeiting Trade Agreement (ACTA), which seeks to enhance international standards on intellectual property rights enforcement.

IPOS’ constructive role in the international IP arena is well recognised, and representatives from IPOS have been elected to lead key expert working group discussions at the World Intellectual Property Organization.

For instance, IPOS representative was elected the Vice Chair of the proceedings of the Working Group on the Review of Rule 3(4) to (6) of the Regulations under the Singapore Treaty on the Law of Trademarks held in Geneva, Switzerland on 28-29 June 2010. The rules governing the representation of non-traditional marks – such as hologram, motion, colour, position and sound marks – in trademark applications were defined during the meeting. The revised Rules were formally considered by the Singapore Treaty Assembly in September 2010 and are slated to come into force with effect from 1 November 2011. This represents an important development, being the first explicit reference to non-traditional marks in an international treaty which represents an increasingly frequent type of marks today.

President and Vice Director General Similarly, IPOS representative was elected Chair of the proceedings of the third session of the Working Group on the Patent Cooperation Treaty (PCT) Working Group held in Geneva, Switzerland on 14-18 June 2010 and guided the Working Group discussions in endorsing a series of recommendations and commissioning a series of studies to assess and improve the PCT system in the dissemination of technical information, facilitation of access to technology and the provision of technical assistance to developing countries.
