Collective Management Organisations

COMPASS deals specifically with music copyrights and the usage of musical works. Its role is hence different from that performed by the Recording Industry Performance Singapore Pte Ltd (RIPS) which deals with music videos and karaoke videos.

The goal of COMPASS is to provide for its members and licensees total and quality service in the administration of music copyrights. This involves a number of services including:-

• for its members  e.g., composers, lyricists and publishers, COMPASS administers the full range of music copyrights of these members. It also promotes and safeguards the collective interests of its members and accords recognition and awards to outstanding members. It also provides consultancy services and raises the profile of members (and their repertoire) at local and international levels. COMPASS also conducts professional seminars/forums for members; and

• for licensees i.e. music users, it provides licences for public performances  and provides clearance of copyright for mechanical reproduction and  synchronisation of musical works. It also provides computerised song search services on copyright ownership information.

A proprietor of a business that provides music to the public, or if music is used in any entertainment that he/she provides, a licence from COMPASS is required. Through a deal with Music Publishers (S) Ltd, COMPASS also manages reproduction rights for music and lyrics onto Karaoke-On-Demand Devices. Examples of premises requiring annual licences are discotheques, nightclubs, karaoke lounges, pubs, restaurants, hotels, clubs, cinemas, concert halls, factories, skating rinks, hairdressing salons, fitness centres, office buildings and shopping centres. Permits are also granted to organisers of ad-hoc events. Any event other than a dramatico-musical work, an oratorio or other choral work, or a ballet, would require a permit from COMPASS if it involves the public performance of copyright musical works. Examples of parties who require permits are organisers of concerts, exhibitions,   promotional events, dinner and dances, carnivals, fun fairs, open space stage performances including performances at void-decks.
 
In addition to licences and permits, COMPASS also assists music users who need to seek clearance for reproduction of copyright musical works e.g. if you are making a record of a copyrighted work on CD, tape or any other format, making a soundtrack for a cinematographic film using a copyrighted work, making a commercial jingle or an accompaniment to commercial advertising using a copyright work or reproducing a work in printed form.

Horizon Music Entertainment Pte Ltd

Horizon Music Entertainment Pte Ltd (“HME”) provides a one stop complete service:  International Talent Agency, Management, Tour Promoter, Concert Organizer and Copyright Company.

Formed in late 2008, HME has established a definitive network within the entertainment industry in Singapore and around the region.  It has placed itself at some of the top venues in Singapore and has access to the best artists in Taiwan and Hong Kong.  Besides its Event Team, HME is supported by its own in-house IT, AV, Copyright and Media Teams.

InnoForm Entertainment Pte Ltd

InnoForm Entertainment Pte Ltd is a private organization that administers the reproduction rights of karaoke and music videos on behalf of major record companies. For a list of the record companies that are represented by InnoForm Entertainment Pte Ltd, please go to InnoForm Entertainment Pte Ltd’s website indicated below.

It should be noted that the reproduction rights of karaoke and music videos administered by InnoForm Entertainment Pte Ltd are distinct from the public performance rights of karaoke and music videos.

Members of the public or businesses who wish to make reproductions and/or store karaoke and/or music videos on servers should obtain an appropriate licence before proceeding with any such act.

For instance, establishments which intend to use a karaoke-on-demand (KOD) system containing karaoke and music videos in Innoform Entertainment Pte Ltd's portfolio in their course of business should first obtain a licence to do so from InnoForm Entertainment Pte Ltd. KOD systems are generally automated databases of digitalized karaoke and music videos which allow patrons to request for songs without the need for a manual switching of laser discs or other physical media. The fees charged cover the act of making a reproduction in the digitized media from the physical media.

K-Net Music Pte Ltd is promulgated to manage the Intellectual Property Rights (IPR) of karaoke and music video contents within the KOD (Karaoke-On-Demand) system, on behalf of the following recording companies:

The Recording Industry Performance Pte Ltd (RIPS) is a collective licensing body representing a number of record companies. 

RIPS  is  empowered  to  exercise  the  rights  of these companies by granting  requisite  licences for the public performance of all music videos and karaoke videos and reproduction of sound recordings in which the copyright is owned or controlled by these companies.

Members of the public who intend to cause music and/or karaoke videos to be seen in public, broadcasted (including transmission by satellite) or transmitted by cable programme service should obtain an appropriate licence before carrying out such an act. For example, one would  require  permission from  a  record company before the record company’s  music  and/or  karaoke videos  can be used in bars, pubs, lounges,  discotheques,  cafes, restaurants, retail shops, department stores,  community centres, cruise ships, heaLtd and fitness centres, hotels and  private clubs etc. The typical applicant will be one who wishes to use these music and/or karaoke videos to provide karaoke entertainment, music video featured entertainment or music video background entertainment to the public or a section of the public.

Many establishments and DJs that play sound recordings in public places may no longer do so directly from a CD or similar vinyl record. Instead, the sound recordings are reproduced onto computerized or other storage systems first. This eliminates the need to have on hand numerous different CDs, as well as the need to constantly change the CD which is playing. However, establishments and DJs intending to reproduce the sound recordings onto computerized or other storage systems for the purposes of public performance at public premises should obtain an appropriate licence before carrying out such an act. Establishments which may need to obtain this licence include: pubs, lounges, discos, nightclubs, shopping centres, retail shops, restaurants, hotels, fitness clubs, freelance DJs, event organizers, etc.

RIPS  will  grant a licence to the applicant subject to the terms and conditions   stated  in  the  application  form  and  payment  of  an appropriate fee. The relevant licence gives permission to the applicant to use all or any of the (a) music video and/or karaoke videos (b) sound recordings belonging to the recording companies listed in the application form.

Licence fees are generally assessed under the standard tariffs and are granted either on an annual basis or to cover one-off single events. Usage which  does  not  fall  into  the  standard  tariffs (including multi-media  and  internet  etc)  will be considered on a case-by-case basis. When in doubt, enquiries should be made to RIPS.

The Copyright Licensing and Administration Society of Singapore Ltd

The Copyright Licensing and Administration Society of Singapore Ltd (CLASS) is a non-profit society established in September 1999 by a group of international and local academic book publishers and local authors in Singapore.

Its founding members include some of the world's major book publishers such as Pearson Education, McGraw-Hill, John Wiley, Thomson Learning, Cambridge University Press, Oxford University Press, Times Publishing, Springer Verlag, MPH Education and World Scientific Publishing. Ordinary members include Harcourt Asia, SNP Editions, SNP Education, SNP Publishing, Ethos Books as well as local authors like Catherine Lim, Leong Wern Fook and Claire Chiang.

One of its main aims is to protect copyright and champion the interests of book publishers and authors in the country.

Through a programme of public education, promotion, licensing and enforcement, CLASS hopes published creative works can be better protected while the respect for copyright is attained.
